**Theorem 11.1.4**: *If q = p ^{n}, with p = 2 or 3 then a proper star flock of a thick cone is given by F(t,g(t),0) where g is a p^{e}-linearized polynomial for some e|n with e < n or every line of Z' = 0 which contains at least two points of D_{F} contains a multiple of p, but not a multiple of p^{2} points of D_{F} and, in characteristic 3, N > q/3 + 1.*
